Abstract
The paper deals with changing the organisational culture of a government department to accommodate project management. It describes the outcomes and the learnings of the project management development project (PMDP) which developed the OnQ project management framework for Queensland Transport and subsequently Main Roads. It also gives the principles upon which the framework was based.
