The Surveyors Board of Queensland is changing the processes and opportunities for surveyor registration and endorsement. This will impact on practising surveyors, their employers and possible assessing entities.

The proclamation of the Surveyors Act 2003 in Queensland modified the functions of the Surveyors Board of Queensland. Amongst other things it obliged the Board to establish competency frameworks for qualifying persons for registration and endorsement as well as allowing it to accredit entities for assessing the competency of persons under the competency frameworks.

The Board invited bodies that represented the areas of surveying practice to nominate participants to a Competency Frameworks Working Group (CFWG). The initial task of this group was to create, by consensus, the competency framework. This task was completed and presented to the Surveyors Board in August 2005. The Board is still an assessing entity under the new legislation, so the Board has subsequently requested the CFWG to assist in developing a new assessment process consistent with the framework.

The change from prescriptive courses of study to the assessment of competency has caused a significant change in the process of registering and endorsing surveyors in Queensland. This paper will give a background to the concept of competence; outline the form and content of the competency framework; describe the Board processes for competency assessment and explain the accreditation process for entities wishing to be assessors of surveyor competence.
