Abstract

This paper constructs two sets of policy indices to quantify the restrictiveness of an economy’s aviation environment, which are then used to establish the relationship between the movement of people and goods movement and liberalisation in policy. With a sample of APEC economies, evidence has been found that the traffic flows in the region have been hampered by a series of restrictive air transport policies.
